Part-Time Technical Software Project Manager
Confidential employer
Remote — Philippines | 10–20 Hours Per Week
We are a U.S.-based company seeking an experienced Technical Software Project Manager to oversee a small software-development department consisting of two developers.
This is not a traditional administrative project-management role. We are looking for someone who can help us build a highly accountable, efficient, disciplined software-development operation while reducing the amount of day-to-day oversight required from company executives.
The successful candidate should have enough technical experience to understand software-development projects, challenge estimates and approaches when necessary, monitor software quality and system health, and hold developers accountable for completing work properly—not simply updating project statuses.
Primary Responsibilities
You will oversee the day-to-day software-development operating process, including:
- Manage development projects, priorities, milestones and deadlines
- Conduct weekly development planning and progress reviews
- Track committed work versus completed work
- Monitor developer workload, blockers and project risks
- Review estimates and identify unrealistic timelines or unnecessary complexity
- Ensure features and bugs have clear requirements and acceptance criteria
- Ensure development work is properly tested before being considered complete
- Monitor regression testing, automated testing and QA completion
- Ensure bugs are prioritized, tracked and resolved appropriately
- Identify recurring bugs and require root-cause analysis when appropriate
- Review release readiness before production deployment
- Monitor production issues, system reliability and software quality
- Ensure appropriate documentation exists for systems, releases, infrastructure and major technical decisions
- Track technical debt and recommend when it should be addressed
- Ensure developers maintain project and technical documentation
- Help management identify development inefficiencies and process improvements
- Monitor appropriate use of AI development tools to improve productivity while maintaining human review and testing
- Prepare a concise weekly executive software-development report
- Escalate significant risks, delays, security concerns or business decisions to company leadership
- Help develop and maintain software-development KPIs and scorecards
System Integrity Oversight
The Technical Project Manager will also help ensure the overall integrity of our software environment by reviewing whether the team is appropriately addressing:
- Testing and regression prevention
- Production bugs
- Application performance
- Backups and recovery
- Security patches and vulnerabilities
- Access controls and credentials
- Logging and monitoring
- Database and server reliability
- Deployment and rollback procedures
- Third-party integrations
- Technical documentation
- Key-person dependency
You are not expected to personally perform all engineering work. Your responsibility is to ensure that the developers are properly managing these areas and that significant risks are identified and escalated.
Qualifications
We prefer candidates with:
- 5+ years of software-development, technical project-management, engineering-management or related experience
- Previous experience managing software developers
- Strong understanding of Agile/Scrum or other practical development-management methodologies
- Ability to understand software architecture, APIs, databases, cloud systems and software releases at a management level
- Experience managing bugs, QA and automated testing
- Experience reviewing software-development estimates and project plans
- Strong analytical and problem-solving skills
- Excellent written and spoken English
- Strong organizational and communication skills
- Ability to hold developers accountable professionally and constructively
- Ability to communicate technical subjects clearly to nontechnical executives
- Experience with AI-assisted software development is strongly preferred
- SaaS/platform-development experience strongly preferred
Software-development experience is highly desirable. You do not need to be the strongest programmer on the team, but you must have enough technical knowledge to evaluate development work intelligently.
What Success Looks Like
Within the first 90 days, we expect this person to help establish:
- Clear weekly developer commitments and accountability
- Reliable project planning and reporting
- Defined development and testing standards
- A consistent Definition of Done
- Current feature and regression testing
- Improved bug tracking and root-cause analysis
- Clear release procedures
- Better technical documentation
- Measurable software-development KPIs
- Reduced executive involvement in routine development management
Within approximately 180 days, our goal is for the software department to operate independently and predictably, with executives primarily involved in business priorities, budgets and major decisions rather than day-to-day development management.
Schedule
Part-time: approximately 10–20 hours per week.
Some scheduled overlap with U.S. Eastern Time will be required for management meetings and developer coordination. Most work may be performed flexibly.
Compensation
$15-16 per us dollars, depending on experience, technical capability and weekly hours.
Exceptional candidates with substantial software-engineering management experience may be considered above this range.
We are seeking a long-term relationship rather than a short-term freelancer.
