About the Role

Technical Sourcing & Construction Specification Analysis

Ability to review and interpret architectural, civil, structural, mechanical, electrical, and plumbing drawings; construction specifications; Bills of Quantities (BOQ); Bills of Materials (BOM); scopes of work; material submittals; and project requirements. Evaluate supplier and manufacturer quotations to ensure proposed materials and products meet project specifications, applicable standards, and performance requirements while allowing accurate apple-to-apple commercial comparison.

International Material Sourcing & Supplier Identification

Ability to identify, evaluate, and develop qualified domestic and international suppliers and manufacturers for construction materials, building products, equipment, and selected finishes. Conduct global market research to identify cost-effective sourcing opportunities from the United States and international markets while considering material quality, technical compliance, production capacity, shipping requirements, tariffs and duties, customs clearance, lead times, and overall supply-chain risk.

Potential sourcing categories may include structural steel and miscellaneous metals, reinforcing steel, precast products, doors and windows, architectural finishes, flooring, cabinetry, plumbing fixtures, electrical products, lighting, HVAC-related materials, site-development materials, drainage products, geosynthetics, landscaping materials, and other construction-related products where international procurement can provide measurable cost advantages.

Value Engineering & Material Cost Optimization

Ability to review specified materials and construction requirements and identify fit-for-purpose alternatives that reduce project cost without compromising structural integrity, safety, durability, quality, code compliance, aesthetics, or required performance. Work with project management, estimating, design teams, engineers, architects, subcontractors, and owners to evaluate alternative manufacturers, equivalent products, material substitutions, standardized specifications, and other value-engineering opportunities.

Construction Material Compliance & Product Qualification

Ability to verify that proposed domestic and imported construction materials comply with project specifications, approved plans, applicable building codes, and relevant industry standards such as ASTM, ANSI, ACI, AISC, UL, NFPA, and other standards required by the project. Coordinate technical data sheets, certificates, laboratory test reports, samples, shop drawings, product certifications, warranties, and other documentation required for material approval and construction submittals.

Supplier & Manufacturer Capability Assessment

Ability to assess supplier and manufacturer capabilities, including production facilities, equipment, technical competency, capacity, quality-control procedures, certifications, testing capabilities, manufacturing lead times, export experience, packaging methods, and ability to consistently meet project schedules and quality requirements. Conduct or coordinate supplier prequalification, factory evaluations, third-party inspections, and quality verification when appropriate.

Strategic Sourcing & Construction Procurement

Working knowledge of the complete sourcing and procurement process, including material takeoffs and procurement planning, market scanning, supplier identification, RFQ/RFP preparation, bid solicitation, supplier qualification, quotation analysis, negotiation, purchase recommendations, purchase orders, manufacturing monitoring, delivery coordination, supplier development, and supplier performance management.

Develop sourcing strategies that balance domestic purchasing with international procurement based on project requirements, cost savings, schedule considerations, material availability, quality, and supply-chain risk.

Technical-Commercial Bid Evaluation

Ability to perform comprehensive apple-to-apple comparisons of supplier and manufacturer proposals by considering technical compliance, unit pricing, quantities, freight, packaging, insurance, tariffs, customs duties, taxes, payment terms, Incoterms, production lead time, shipping duration, minimum order quantities, warranties, inspection requirements, replacement risks, and supplier reliability.

Evaluate suppliers based on Total Landed Cost and Total Cost of Ownership, rather than material purchase price alone, to determine whether domestic or international sourcing provides the greatest overall value to the company and project.

International Logistics & Landed-Cost Analysis

Ability to coordinate and evaluate international procurement requirements including Incoterms, freight forwarding, container utilization, consolidation, port handling, customs documentation, import duties, tariffs, brokerage, inland transportation, cargo insurance, warehousing, and delivery to project sites in Nashville, Tennessee and other company project locations.

Prepare landed-cost analyses comparing international sourcing against domestic suppliers to determine actual project savings after all transportation, importation, handling, storage, quality-control, and schedule-related costs are considered.

Negotiation & Commercial Acumen

Ability to develop and execute supplier negotiation strategies using cost analysis, supplier competition, historical pricing, international market intelligence, commodity trends, volume leverage, project pipelines, payment terms, alternative materials, manufacturing efficiencies, freight consolidation, and long-term supplier relationships.

Capable of negotiating pricing, minimum order quantities, production schedules, freight responsibilities, warranties, payment structures, quality requirements, replacement provisions, and other commercial terms with both U.S.-based and international suppliers.

Construction Spend & Global Market Intelligence

Ability to analyze company and project procurement spend, material consumption, supplier concentration, commodity pricing, construction-material trends, freight conditions, currency considerations, tariffs, industry benchmarks, and alternative manufacturing markets.

Identify categories where global sourcing, supplier consolidation, bulk purchasing, project bundling, framework agreements, or direct-from-manufacturer purchasing may generate meaningful savings across multiple building and land-development projects.

Contract, Purchase Order & Commercial Terms Management

Working knowledge of supplier purchase agreements, purchase orders, payment terms, deposits, letters of credit or other international payment arrangements, warranties, liabilities, insurance requirements, delivery obligations, inspection requirements, quality provisions, confidentiality agreements, Incoterms, cancellation provisions, delay responsibilities, and other commercial terms relevant to domestic and international construction procurement.

Ensure purchasing agreements clearly define required specifications, quantities, quality standards, documentation, delivery milestones, inspection procedures, warranty obligations, and remedies for defective, non-compliant, damaged, or delayed materials.

Quality Assurance & Pre-Shipment Inspection

Ability to establish quality-control requirements for internationally sourced construction materials, including approved samples, mock-ups, factory production inspections, laboratory testing, certificates of compliance, third-party inspections, pre-shipment verification, packaging inspection, and documentation review.

Coordinate with project teams to ensure imported materials are technically approved before production and adequately inspected before shipment to minimize the risk of receiving non-compliant materials after arrival in the United States.

Procurement Scheduling & Long-Lead Material Management

Ability to integrate procurement activities with construction schedules by identifying long-lead materials, required submittal dates, manufacturing durations, inspection timelines, ocean or air freight durations, customs-clearance requirements, and required-on-site dates.

Maintain procurement tracking systems and proactively identify schedule risks so that cost savings obtained through international sourcing do not negatively affect construction milestones or project completion dates.

Supply Risk Management & Problem Solving

Ability to identify and resolve supplier, manufacturing, quality, shipping, customs, delivery, billing, capacity, and technical-commercial issues. Develop contingency sourcing strategies and alternative suppliers for critical materials to reduce dependency on a single manufacturer or country of origin.

Evaluate procurement risks associated with international sourcing, including shipping delays, port congestion, currency fluctuations, tariffs, geopolitical disruptions, manufacturing quality, supplier financial stability, product damage, replacement lead times, and changes in project schedules.
