Technical Writer – U.S. Government Cloud, Cybersecurity & Enterprise Agile Proposals

Position Overview
We are seeking an experienced Technical Writer specializing in U.S. government proposal development to support federal, state, local, and county contracting opportunities. The ideal candidate will have a strong background developing technical proposals for government contracts, with particular expertise in Cloud Computing, Cybersecurity, Enterprise Agile environments, and IT transformation.

The successful candidate must understand the U.S. government procurement and proposal environment and be capable of translating complex technical, cybersecurity, cloud, and Agile concepts into clear, compelling, compliant, and evaluation-focused proposal content.

Required Experience
5+ years of overall technical experience in technical writing, IT, technology consulting, engineering, cybersecurity, cloud computing, Agile delivery, or a related field.
At least 2 years of specialized experience writing technical proposals for U.S. government contracts.
Demonstrated experience developing proposals for:
Federal government agencies
State government agencies
Local governments
County governments
Public-sector organizations and government contractors
Demonstrated experience writing technical proposals for enterprise Agile teams and Agile delivery organizations.
Experience translating enterprise Agile delivery practices into proposal content, including Scrum, Kanban, SAFe, DevSecOps, product management, sprint planning, PI planning, backlog management, and iterative delivery.
Strong experience developing technical proposal responses involving Cloud Computing and Cybersecurity.
Experience responding to government RFPs, RFIs, RFQs, SOWs, PWSs, SOQs, and related solicitation documents.
Understanding of government proposal requirements, compliance matrices, evaluation criteria, and proposal response strategies.
Key Responsibilities
Develop high-quality technical proposal content for federal, state, local, and county government solicitations.
Analyze RFPs and solicitation documents to identify technical requirements, evaluation criteria, compliance requirements, and key response priorities.
Develop technical approaches, methodologies, solution descriptions, implementation plans, Agile delivery approaches, management approaches, and other proposal sections.
Write proposal content describing enterprise Agile delivery models and technical delivery organizations.
Translate Agile practices, processes, tools, and methodologies into clear and compelling proposal responses.
Collaborate with Agile coaches, Scrum Masters, Product Owners, Product Managers, Solution Architects, Cloud Engineers, Cybersecurity SMEs, DevSecOps teams, Project Managers, and technical leadership.
Develop technical narratives describing how enterprise teams will plan, develop, test, secure, deploy, and continuously improve technology solutions.
Translate complex cloud, cybersecurity, infrastructure, DevSecOps, and Agile concepts into clear language appropriate for government evaluators.
Analyze solicitation evaluation criteria and ensure technical responses directly address the government's stated requirements.
Conduct interviews and working sessions with technical subject matter experts to gather information for proposal development.
Review and edit proposal content for technical accuracy, clarity, consistency, grammar, and compliance.
Develop and maintain reusable technical proposal content, solution narratives, Agile methodologies, technical resumes, corporate qualifications, and proposal boilerplate.
Participate in proposal strategy sessions, technical solution meetings, color-team reviews, and proposal review meetings.
Incorporate feedback from technical, management, contracts, and business development stakeholders.
