Both companies bid. This role exists to make sure every bid we pursue is found early, tracked accurately, built compliantly, and submitted on time.

Role Overview
We are seeking a Contract Support Specialist to own the mechanics of our government contracting pipeline across TIKC and IGL. This is a process, compliance, and deadline role, the operational engine behind capture.
You will monitor federal, state, and local procurement portals for qualifying opportunities, maintain the pipeline of active pursuits, build compliance matrices from solicitations, assemble proposal volumes and required documentation, coordinate teaming partner submissions, and manage the submission process end to end.
Capture strategy, pricing, and customer relationships are owned by executive leadership. Your success is measured by whether we identify the right opportunities early, submit complete and compliant packages, and never miss a deadline.
Key Responsibilities

Opportunity Identification & Pipeline Management
Monitor ---------- , BidBuy, GovCon iSurce, agency forecasts, and state and local portals daily for opportunities matching our NAICS codes, certifications, and capabilities
Screen and summarize opportunities for leadership go/no-go decisions, flagging set-aside status, incumbent history, and eligibility requirements
Maintain a single source-of-truth pipeline tracker with due dates, stage, decision status, and owner for every active pursuit
Track agency forecasts, sources sought notices, and RFIs to surface opportunities before solicitation release
Manage and maintain registrations and profiles across procurement portals and vendor systems

Solicitation Analysis & Compliance
Break down solicitations into a compliance matrix mapping every requirement to a response location, owner, and due date
Identify submission requirements early: page limits, formatting rules, required forms, certifications, portal specifications, and question deadlines
Draft and submit clarifying questions to contracting officers within posted deadlines
Perform final compliance review against the matrix before every submission; by confirm zero open items
Track amendments and modifications and communicate changes to all contributors immediately

Proposal Development Support
Effectively communicate with the proposal writing team
Coordinate teaming partner and subcontractor documentation, including letters of intent, agreements, and past performance submissions
Manage submission logistics through award notification, including portal upload, confirmation, and receipt documentation
Post-Submission & Continuous Improvement
Track submission outcomes and maintain win/loss records with debrief notes
Request and document debriefs on unsuccessful bids
Maintain and improve capture SOPs, templates, and checklists based on lessons learned
Provide leadership with regular pipeline reporting: active pursuits, upcoming deadlines, capacity risks, and win rate

Systems & Documentation
Manage capture workflows in GovCon iSource, including boards, automations, and deadline alerts
Maintain organized proposal archives and version control in Google Workspace
Leverage AI tools (Claude, ChatGPT) for solicitation analysis, content drafting support, and workflow efficiency
Document all capture processes and keep them current

Key Performance Indicators (KPIs)
On-time submission rate (100% — a late submission is a non-responsive submission)
Compliance accuracy: zero rejections for administrative or formatting non-compliance
Qualified opportunities identified per month
Pipeline accuracy and reporting timeliness
Lead time from solicitation release to internal kickoff
Bid/no-bid decision turnaround time
Content library currency: reps, certs, and past performance current at all times
Debrief capture rate on unsuccessful bids
Win rate contribution and proposal quality

Required Qualifications
Direct experience supporting government proposals, bids, or solicitation responses
Working knowledge of ---------- and at least one state or local procurement portal
Demonstrated ability to read a solicitation and build a compliance matrix
Exceptional attention to detail and document control discipline
Proven ability to manage multiple hard deadlines simultaneously without slippage
Strong written communication skills in English, including editing and proofreading
Proficiency in Google Workspace and project management tools; ---------- preferred
Ability to handle confidential pricing, teaming, and competitive information with discretion

Preferred Qualifications
Experience with transportation, logistics, or freight solicitations
Familiarity with FAR basics, set-aside programs, and small business certifications (8(a), WOSB, MBE, DBE, HUBZone)
Experience coordinating teaming agreements, joint ventures, or subcontractor packages
Background supporting a small business through the full bid lifecycle from identification to award
Experience with proposal content libraries and past performance databases
Familiarity with AI tools for document analysis and drafting
